A signal is one dated, attributed, typed observation about one concept, backed by exactly one piece of evidence. Not a news item. Each is placed in the knowledge model: what it supports, what it contradicts, what it triggered.
Autonomous subsea inspection literature grows about 3x in a decade while the offshore oil and gas corpus grows 31%
OpenAlex, 2016–2025: works on subsea/underwater inspection with AUV, ROV, resident or autonomous vehicles rose from 89 to 275 a year (CAGR 13.4%), against 2,641 to 3,451 (CAGR 3.0%) for offshore oil and gas. Their share of the offshore count went from 3.4% to 8.0%, with the jump in 2023–2025. Resident-vehicle work proper is still tiny (2 → 11 a year).
Brazilian E21B patent filings sit flat at one fifth of their 2013 peak, while subsea groups gain share
MINERVA over the full INPI base: E21B filings peaked at 2,117 in 2013 and have plateaued at 400–540 a year since. There is no rise above baseline. The movement is in composition: between 2009–13 and 2019–23, E21B 41 (subsea and other equipment) rose from 2.08% to 7.26% of filings (+5.18 pp). Filings from 2024 onward are incomplete under the 18-month secrecy period.
Tourism authorities deploy generative, location-aware AI guides for visitors
Andhra Pradesh Tourism Authority signed a three-year deal (Jul 2026) to roll the NiVU AI guide (voice and text, 130+ languages, location-based suggestions) across 100+ sites after a temple pilot. Singapore's STB is testing GenAI visitor tools (Jan 2026), and Ilhabela (SP) launched the generative guide Mar.IA (Jul 2025). Platforms offer the same layer (Google's Talking Tours). Destinations are choosing whether to own the narrative layer or rent it.
Northeast wind and solar curtailment is structural: 2.2 GW average cut in Jan–Apr 2026
ONS data show curtailment of 2,843 MWavg (17.2% of potential) nationally in Jan–Apr 2026, 2,233 MWavg of it in the Northeast, up from 15.3% a year earlier. ONS has tracked the rise since the 15 Aug 2023 disturbance and projects >10% for wind and >20% for solar if all contracted plants connect. MME only began retroactive compensation (Portaria 140/2026) in July 2026.
Brazil cuts the import tax on cross-border parcels up to US$50 to zero and converts the change into law
MP 1.357 and Portaria MF 1.342 set a zero import-tax rate from 12 May 2026 for Remessa Conforme parcels up to US$50; state ICMS still applies; Lei 15.502 of 10 September 2026 made the authority permanent. Low-value imported apparel no longer carries the 20% federal charge it had paid since August 2024.
Brazil's announced hydrogen pipeline keeps growing while industrial-scale FIDs keep slipping
IEA's Global Hydrogen Review 2025 reports Brazil's announced capacity up 60% on the hubs programme, yet only 0.5% of announced projects in emerging regions have committed investment. Brazilian sources size the pipeline differently (EPE: 27.9 GW of hydrogen-linked grid-connection requests to 2038; eixos: seven projects, 6.15 GW, targeting FID in 2026), but agree no industrial-scale electrolysis FID exists; Pecém's lead project has slipped to 1H 2027.
Offshore wind law enters rule-making, but the implementing decree is still missing
Lei 15.097 was sanctioned on 10 Jan 2025. MME consulted on an area-selection methodology (CP 191/2025, June 2025); CNPE Resolution 1 of 1 Apr 2026 set guidelines and committed MME to a draft decree by May 2026; EPE published the final methodology on 28 Jul 2026. No implementing decree was found as of Sept 2026, so area offers and licensing sequence remain undefined.
Petrobras clears Saipem's FlatFish autonomous inspection drone for ultra-deepwater field deployment
After factory acceptance tests in Trieste under a 2023 contract, Petrobras approved the final phase: implementation of a resident/semi-resident autonomous inspection drone in Brazilian ultra-deep water. It is a qualification step, not yet field operation; vessel-free inspection moves from R&D pilot toward operational use.
Petrobras has been able to grant approval to proceed with the final phase of the project, which aims at the full implementation of the FlatFish technology in a real offshore environment
Saipem's underwater inspection drone (UID) FlatFish has completed a test campaign with Brazil's oil & gas major Petrobras as part of a contract awarded in 2023
Supplier network analysis of Recife municipal contracts (open-data portal) flags concentrated supplier clusters
Recife publishes ~7,900 municipal contracts (plus 13,390 amendments and 2,235 apostilamentos) on its CKAN portal. An internal AeonBridge bipartite supplier–agency network over this data flags where procurement depends on few suppliers. Concentration is a risk indicator, not a finding of wrongdoing. The analysis itself is not yet publicly released.

Petrobras budgets US$ 9.7 bn for decommissioning in its 2026–2030 plan
Petrobras earmarked US$ 9.7 bn over five years for sustainable disposal of equipment and well abandonment, under ANP Resolution 817/2020, which requires decommissioning programmes (PDIs) five years before offshore production ends. A large end-of-life pipeline raises the value of asset integrity histories; no tender yet names inspection data as an award criterion.
Amazon blocks AI agents and sues Perplexity while its ad business grows 26%
Amazon expanded robots.txt blocks on AI crawlers and agents (reported Aug 2025), sued Perplexity over its Comet shopping agent (Nov 2025, N.D. Cal.), won a preliminary injunction (9 Mar 2026) that the Ninth Circuit vacated on 4 Aug 2026. Meanwhile Amazon Ads grew 26% to $19.8bn in Q2 2026 and Amazon pushes its own agentic assistant (Rufus/Alexa+). Monetise attention, deny outside agents, build your own.

Consumer AI assistants add native checkout — then OpenAI retreats to discovery
OpenAI launched Instant Checkout in ChatGPT (US Etsy sellers first) on the Stripe-co-developed Agentic Commerce Protocol on 29 Sep 2025; Google announced UCP-powered checkout in AI Mode and Gemini on 11 Jan 2026. By 24 Mar 2026 OpenAI was deprioritising Instant Checkout in favour of product discovery and merchant-owned checkout. The assistant is becoming the shelf faster than it is becoming the till.
Temu opens its Brazilian marketplace to locally stocked sellers with two-business-day delivery
Cross-border platforms are shifting from air parcels to stock held in Brazil: Temu's local-to-local model follows Shein's Guarulhos warehouses and its November 2024 airport customs centre. The delivery-time edge of domestic apparel makers narrows for locally stocked items.
Pecém's green-hydrogen area reservations reach seven pre-contracts; Suape signs first e-methanol plant contract
Pecém (CE) holds seven paid area-reservation pre-contracts (Auren, Casa dos Ventos, EDF, Fortescue, FRV, Voltalia, Fuella) after EDF signed in May 2025; Suape (PE) contracted GoVerde's R$2bn e-methanol plant in June 2025. These are land commitments, not FIDs: by Sept 2026 no Pecém project has taken FID and the lead developer targets 1H 2027.
EU names apparel a first-wave priority for ecodesign and digital product passport rules
The ESPR 2025–2030 working plan puts textiles, with a focus on apparel, among the first products to get ecodesign and digital product passport requirements; the textile delegated act is indicatively due in 2027. Brazilian suppliers to EU brands will need product-level provenance data before those rules apply.
The priority products for ecodesign and energy labelling requirements are steel and aluminium, textiles (with a focus on apparel), furniture, tyres and mattresses.
Federal 20% import tax on cross-border parcels up to US$50 takes effect
Lei 14.902/2024 ended the import-tax exemption on parcels up to US$50, applying 20% to declarations from 1 August 2024 on top of state ICMS. The measure was reversed in May 2026, when the rate was cut to zero.
Reading the ticks. Strength is how much the observation moves its concept. Confidence is how much the evidence entitles the claim. Impact is potential consequence for the industry. They are shown separately because they measure different things, and a strong signal with low confidence is exactly what an analyst should notice.
