Why questions come before research

Roughly four in five organisational questions seek confirmation. A study that answers them thoroughly produces a large report and a poor decision.

Every strategic-study method begins by defining the target decision and the questions. The questions arrive as inputs, already formed, usually by the people who will be judged by the answers. The method then applies rigour to everything except the step that most determines the outcome.
